한반도 대운하, 4대강 사업…언젠가 뉴스 등 언론이 떠들썩하게 좋으니 마니 말이 많았던 사건이 있습니다.
 
수 천년 동안 가만히 잘 흐르고 있는 강에 보를 만들어 수문을 닫아 물을 가두고 부족한 물자원도 확보하고 자연경관도 좋게하며 뱃길을 열어 육로를 통한 물류운송의 한계를 극복하기 위하여 배를 띄우겠다는…
 
덤으로 자전거 전용도로를 만들어 전국민이 강을 따라 자전거를 타고 여행도 하라는 어느 정치인의 퍼포먼스도 있었습니다.
 
영화 ‘삽질’은 지난 이명박 정권 시절 벌어졌던 대국민 사기극으로 평가될 4대강 사업의 배경과 부당하고 위법한 진행과정과 그 결과의 참혹성 그리고 앞으로도 해결해야 하는 여러가지 현실적인 문제를 현장에 상주하며 취재하는 기자가 바라보는 그대로의 내용을 보여주고 있었습니다.
 
영화가 시작되며 얼마 지나지 않아 보는 사람의 눈을 의심케하는 녹조와 큰빗이끼벌레, 실지렁이는 수문에 막혀 흐르지 못하는 강물의 오염 상태를 여실에 보여주고 있었습니다.
 
영화에 출연하는 ‘김종술’ 기자는 오마이뉴스 시민기자로 활동하며 대운하, 4대강 사업이 시작 될 때부터 금강에서 상주하며 그 과정을 고스란히 기자의 눈으로 현장을 담아내고 있었습니다.
 
녹조가 가득한 오염된 강물에 들어가 온 몸이 피부병이 들기도 하고 큰빗이끼벌레를 직접 만지고 먹어보기까지 하며 일반인으로는 생각하기 힘들 정도의 체험을 통하여 그 심각성을 몸소 보여주기도 하였습니다.

큰빗이끼벌레를 먹은 당일 밤새도록 고통으로 죽는줄 알았다고 GV시사회에서 당시의 상황을 전해 주기도 하였습니다.
 
군집해 있는 실지렁이들의 모습은 정말 강을 정비하고 자연을 살리기 위한 것인지 무엇을 위한 것인지 그 심각성에 눈살을 찌푸리게 됩니다.

보통은 TV 뉴스를 통해서 많이 접했을텐데요. 오염의 심각성을 대표하여 녹조 가득한 강의 모습을 보여줍니다. 그러다 생긴 별명이 ‘녹차라떼’였지만, 녹차라떼를 만드는 회사, 카페, 소비자 등의 항의로 ‘녹조라떼’로 그 이름을 달리해서 부르게 됩니다. 그 만큼 부정적인 영향이 컸던 녹조의 모습이였다는 것을 반영해 주고 있었습니다.
 
영화 ‘삽질’은 이런 상황을 몰고 온 배경과 추진과정 등을 ‘한반도 대운하’ 그리고 ‘4대강 사업’의 당위성을 주장하며 무리하게 사업을 추진한 주요 인물들을 추적하며 지금도 그것이 정당하고 잘 된 일이냐는 질문을 하지만 어느 누구도 자신의 결정에 대해서 잘했다 잘못했다는 어떤 대답도 제대로 들을 수는 없었습니다.
 
당시 4대강 사업을 추진했던 이명박 대통령은 그가 말한 유행어인 “내가 **해봐서 아는데…” 처럼  이런 결과를 가져 올 것이라는 것을 다 알고 있었을까요?
 
그가 말하지 않은 사실은 자신들의 이익을 어떻게 챙기고 있었는지에 대해서는 조용히 침묵했을 뿐입니다.
 
한 때 대한민국의 경제를 살릴 경제대통령으로 수 많은 국민들의 지지를 받았던 이명박 대통령은 퇴임 후 5년이 지난 2018년 뇌물수수 및 횡령 등의 혐의로 전직 대통령들 중에서 4번째로 구속되었습니다.

그러나 ‘4대강 사업’과 관련되어서는 어느 누구도 법적인 책임을 지고 있지 않다고 ‘삽질’ 영화에서 전해주고 있습니다.
 
최근 4대강 보의 수문이 열리며 강물이 흐르고 다시 좋아지는 모습을 보이고 있다고 하지만 지금의 강을 정상화 시키기 위해서는 더 많은 노력이 들어가야 할 것입니다.
 
아이러니하게도 이런 상황을 몰고온 그들(부역자들)이 결국 강을 팠던 그 삽으로 다시 삽질하여 그 강을 원상회복 해야하며 그 비용은 모두 국민의 세금으로 고스란히 그들(부역자들)의 주머니로 다시 들어가게 된다는 설명입니다. 지금까지 투입된 자금만 22조2천억이며 유지 보수 비용으로도 어마어마한 비용이 들어갈 것으로 예상됩니다.
 
영화관에서 본다면 더 몰입하게 되겠지만, 그런 상황이 되지 못하더라도 꼭 영상을 한번 접하고 다시 뉴스의 내용을 떠올리며 스마트폰으로 한번쯤 검색을 해보는 것은 어떨까요?
 
지금 이 영화를 통해 보고 있는 장면들은 네셔널지오그래픽에서나 봐오던 먼나라의 이야기가 아니라 지금 바로 우리가 살아가고 있는 시간과 현장에서 벌어지고 있는 이야기임을 명심해야 할 것입니다.
